Rockfringe Willowherb (Epilobium obcordatum) is native to the dry alpine and subalpine meadows from California to Idaho at elevations of 7,000 - 13,000 ft.

Rockfringe Willowherb (Epilobium obcordatum) is a low-lying clumping perennial that rarely exceeds 8 in. Most Ebilobium species are much taller, but given Rockfringe Willowherbs higher elevation habitat it tends to be smaller and mat forming.
